From my experiences in mining the ore deposits seem to jump around to different points on the map, after they are mined each time. Not sure but those general locations do have ores at times but I think ArenaNet created a random spawn algorithm to keep people from acquiring vast amounts of ore with little effort. Kudos on their part for adding some challenge into the game.
