They can be found in Iron Marches (50-60), sorry I don’t have a screenshot but I’m not sure how to add it to here. They are on a hill in an area called Champion’s Shield, just below the heart to Help Braxa Scalehunter. The quickest route is from the southern entrance from Plains of Ashford.

I’ve just found one of these in the Fireheart Rise, at The Toughstone (specifically on top of the hill to the east of the orange-leafed trees you can see on the map!).
